Andrew Cassell is a seasoned human resources executive with progressive experience leading workforce management, labor compliance, and employee relations within complex, regulated operating environments. As Director of Human Resources for Liberia Operations at Cashimee Protective Services, he serves as the senior in-country HR authority, responsible for building, managing, and sustaining a professional, compliant, and mission-ready workforce supporting Cashimee’s security and operational activities across Liberia.

Andrew brings deep expertise in talent acquisition, workforce planning, employee relations, disciplinary processes, and labor-law compliance, with a strong understanding of the unique demands associated with security-sector operations. His experience spans large, diverse workforces where accountability, discretion, and adherence to policy are critical to operational success. He is highly skilled in aligning HR execution with organizational strategy while ensuring full compliance with Liberian labor regulations and internal governance standards.

In his role at Cashimee, Andrew leads all aspects of human resources execution for Liberia, including recruitment and vetting, onboarding, contract administration, performance management, compensation coordination, and employee engagement. He works closely with the Country Manager & Director of Operations – Liberia and the Chief People & Human Resources Officer to ensure HR practices directly support operational readiness, risk mitigation, and organizational discipline.

Andrew is also responsible for managing sensitive employee matters, resolving workplace issues, enforcing codes of conduct, and maintaining consistent HR standards across all Liberia-based teams. His collaborative approach and steady leadership help foster a professional culture built on integrity, respect, and accountability—essential qualities in high-risk, high-visibility environments.
